Position Overview

Salary Range $52,000 - $60,000 depending on experience and qualifications. 

 

The Parks & Recreation Director and Facilities Supervisor for the City of Etowah, Tennessee is responsible for overseeing all aspects of municipal parks, recreational programs, and facilities management under the general supervision of the City Manager. This role combines strategic leadership with hands-on management to ensure that Etowah's recreational spaces and programs meet the highest standards of quality, safety, and accessibility while celebrating the city's unique character and serving the needs of our community.


Key Responsibilities

Parks & Recreation Management

  • Develop, implement, and evaluate comprehensive recreational programs that serve diverse community interests and age groups throughout Etowah
  • Prepare and manage the department's annual budget, seeking grant opportunities and alternative funding sources
  • Oversee the maintenance, safety, and beautification of all public parks, playgrounds, the city pool, green spaces, and historic venues including the L&N Depot and the Gem Theater
  • Establish and maintain positive relationships with community organizations, schools, and businesses to enhance recreational offerings
  • Coordinate with recreation leagues (i.e. Starr Mountain Baseball, Etowah Youth Football, Etowah Your Basketball) to facilitate recreational opportunities for local youth. 
  • Ensure all programs and facilities comply with ADA requirements and safety regulations
  • Performs administrative as well as various tasks requiring hands on manual labor from time to time which are related to the activities of the Department

General Management

  • Supervise, train, and evaluate departmental staff and seasonal employees
  • Coordinates formal and on the job, training programs for recruits and personal development.
  • Keeps records and prepares reports including personnel reports and verifies time sheets.
  • Ability to explain and interpret department regulations to the public and employees.
  • Must be able to maintain an effective working relationship with employees of the Department.
  • Must have the ability to cooperate with other City Departments.

Provide public appearances, interviews and speaking engagements to promote Parks and Recreation services.

  • Must have the ability to deal with citizen complaints and concerns.

Facilities Supervision

  • Oversee the operation, maintenance, and scheduling of community facilities including the Etowah Community Center, city pool, sports fields, and event spaces
  • Develop preventative maintenance programs and coordinate facility improvements
  • Manage vendor relationships and service contracts for facility maintenance
  • Implement energy efficiency measures and sustainable practices across all facilities
  • Coordinate facility usage between different user groups and programs
  • Maintain inventory of equipment and supplies for all facilities.


Qualifications

Education & Experience

  • Bachelor's degree in Parks and Recreation Management, Public Administration, Facility Management, or related field preferred
  • 5+ years of progressive experience in parks and recreation administration or facility management
  • 3+ years of supervisory experience
  • Certified Parks and Recreation Professional (CPRP) certification preferred
  • CPI Certification Required
  • Experience working in small to mid-sized municipalities is highly desirable
  • Must have a valid Tennessee Driver’s License. 

Knowledge & Skills

  • Thorough understanding of recreational program development and implementation
  • Knowledge of facility maintenance standards, practices, and procedures
  • Familiarity with budget preparation and financial management
  • Excellent interpersonal and communication skills
  • Strong organizational abilities and attention to detail
  • Proficiency with recreation management software and standard office applications
  • Understanding of relevant safety regulations and compliance requirements

Working Conditions

  • Combination of office work and field supervision
  • Regular walking and standing during facility and park inspections
  • Occasional lifting up to 50 pounds

  • May require response to emergency situations
  • Must be able to pass a drug test.

Equipment

The employee will operate light duty vehicles, tools and equipment, computers, smart phone, printers, and cameras.
