Nature of Work

This is very responsible professional, supervisory and administrative work assisting with the oversight of the community center and associated outdoor facilities for the City of Pigeon Forge.  This position will be working a 2nd shift schedule, Monday-Friday and occasional weekend.   Activities associated with the job include assisting in the oversight, maintenance, and operations of the Community Center, assisting with need assessments and planning for future department needs, and overseeing the maintenance of adjacent recreational facilities.  Additional activities include assisting with the development of policies and procedures for the Community Center, assisting in the developing and monitoring the annual community center budget, assisting with purchasing and requisition requests, assisting with timekeeping for Community Center staff, overseeing and assisting with special holidays and public events, advertising and marketing programs and facilities and the supervision and evaluation of community center staff. Additional activities include developing and printing brochures, program guides, comprehensive studies, fliers and other materials used in planning, department operations, communications and marketing for the department. The Assistant Community Center Manager is also responsible for the ongoing development and oversight of a comprehensive employee wellness program and group fitness program at the Community Center. Additional responsibilities include monitoring and updating the Parks & Recreation web page in coordination with the city’s webmaster, monitoring and posting on social media sites and other forms of communications.  Job responsibilities require thorough knowledge of parks and recreation program management, thorough experience supervising in parks and recreation, thorough knowledge of effective employee wellness programs, ability to effectively supervise and direct the activities of assigned personnel, considerable knowledge of building maintenance operations, strong interpersonal, organizational and decision making skills and sufficient strength and agility to perform the physically demanding aspects of the job in a variety of weather conditions.  Job performance is evaluated by the Director of Parks and Recreation and the Assistant Director of Recreation through review of the effectiveness and coordination of parks and recreation operations and activities, ability to effectively supervise and direct the activities of staff and establish effective operational policies and procedures, knowledge of building and grounds maintenance, effectiveness of employee wellness initiatives, compliance with budgetary goals and objectives and organizational, interpersonal and decision making skills.


Illustrative Examples of Work

-Assists with overseeing the daily operations of the Community Center and ensuring the proper registration and safety of patrons.

-Assists with the development and implementation of operational policies and procedures to ensure the effective supervision of staff and efficient use of resources.

-Assists with planning, organization and implementation of a variety of wellness and fitness programs.

-Assists with the development and review of policies and procedures for community center operations.

-Prepares records and related documentation as required by the department.

-Assists with the observation and evaluation of recreational activities for safety considerations, the proper conduct of supervisors and participants and consumer satisfaction.

-Assists with the development of the annual budget; makes recommendations for capital expenditures and assists with monitoring the receipt and expenditure of funds.

-Oversees and coordinates the Employee Wellness Program for city employees; ensures the accurate accounting of fitness points and other incentives and actively encourages participation in wellness activities.

-Oversees the group exercise and fitness program for the Community Center which includes supervising Group Fitness Instructors, developing fitness class calendars, scheduling, etc.

-Addresses employee and/or patrons’ complaints, grievances and other issues in the areas under the supervision of the Assistant Director of Recreation.

-Assists in preparing correspondences pertaining to recreational programs and initiatives and directs the preparation of promotional and marketing materials, as well as brochures and guides for approval by the Assistant Director of Recreation.

-Assists with the overseeing of requisition requests and purchasing of supplies, equipment and materials for daily maintenance activities and community center activities.

-Assists with the maintenance of attendance records, time sheets and other payroll records for assigned personnel.

-Ensures the timely and thorough completion and submission of accident reports in the event of work-related accidents and/or injuries.

-Assists with special events such as holiday events, car shows, picnics and other activities when required.

-Assists with the supervision, evaluation and training of full-time, part-time and contractual employees.

-Performs various public relations and public speaking activities when necessary to promote parks and recreation programs, facilities and related activities.

-Performs other duties as assigned.

 

Necessary Requirements of Work

     Graduation from an accredited four year college or university with a B.S (B.A.) Degree in recreation, sports management or related field; thorough experience supervising a large Community Center and related recreational programs/activities; thorough supervisory experience; thorough knowledge of wellness initiatives and programs; thorough experience supervising building maintenance activities including aquatic venues; ability to effectively supervise and direct the activities of staff in accordance with established policies and procedures; thorough experience developing, implementing and monitoring departmental budgets; strong organizational, interpersonal, and decision making skills; sufficient strength and agility to perform the physically demanding aspects of the job in a variety of weather conditions or any equivalent combination of education and/or experience to provide the following knowledge, abilities and skills:


-Thorough knowledge of municipal recreational programs including the oversight of community centers, promotion of recreational program involvement, emerging health trends and data, etc.

-Thorough knowledge of contemporary employee wellness programs and initiatives.

-Thorough knowledge of established personnel policies and procedures including the maintenance of payroll records, reporting of accidents and injuries, etc.

-Thorough knowledge of effective supervisory techniques and practices including the selection, evaluation, motivation and discipline and/or discharge of staff.

-Thorough knowledge of budgetary techniques, methods, procurement, purchasing policies, and procedures.

-Thorough knowledge of the safety precautions and recommended first aide practices associated with frequently utilized chemicals including Safety Data Sheet information.

-Considerable knowledge of effective fund-raising activities and practices including the use of governing Boards, local and regional recreational funding sources and grant opportunities.

-Ability to effectively supervise and direct the support staff of a large Community Center, ensure their proper training and competence and ensure the safety of patrons.

-Ability to coordinate and promote an effective employee “wellness program” and encourage participation by all eligible individuals and families.

-Ability to compile necessary data and submit competitive grant applications when available.

-Ability to effectively promote and involve school groups, civic organizations and other community agencies in recreational and wellness programs and opportunities.

-Ability to effectively intervene in conflictual and/or adverse situations and resolve them in an effective manner.

-Ability to monitor the annual budgetary process, submit timely and appropriate annual budgets and ensure the proper receipt, expenditure and accounting of all financial transactions related to the community center operations.

-Ability to effectively supervise and direct the activities of assigned personnel in accordance with established policies and procedures.

-Ability to interact effectively with co-workers, local civic groups, league officials and the public.

-Ability to effectively perform public relations and public speaking activities.

-Ability to perform the physically demanding aspects of the job in a variety of weather conditions.


Necessary Special Requirements

-Possession of a valid Tennessee Drivers license and the ability to be insured at standard vehicle liability rates.

-CPRP Certification or the ability to acquire within 6 months of employment.

-CPR, First Aid, AED Certification or ability to acquire within 6 months of employment.






Physical Requirements

This medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects

Work requires climbing, stooping, crouching, reaching, standing, walking, pushing, pulling, lifting and grasping

Vocal communication is required for expressing or exchanging ideas by means of the spoken word

Hearing is required to perceive information at normal spoken word levels

Visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities

The worker is subject to inside and outside environmental conditions, noise and hazards.
